In a large skillet, brown ground beef over medium-high heat until no longer pink, about 5-7 minutes. Drain excess fat.
Add taco seasoning and water. Bring to a simmer and cook for 3-4 minutes until slightly thickened.
If using hard taco shells, warm them in the oven according to package directions. If using tortillas, warm briefly in a dry skillet.
Set up a taco bar with beef and all toppings in separate bowls.
